台湾地区全民健康保险制度自1995年3月1日实施以来，赢得国际上的肯定。本文基于世界卫生组织提出的全民医保三项要素，从保障人群范围的广度、保障项目的宽度和保障水平的深度三个维度出发，介绍台湾地区全民健保的制度设计，分析全民健保的实际保障水平、支撑因素和存在的问题，以为我们完善全民医保提供借鉴。

Since the system of National Health Insurance (NHI) was initiated on March 1st, 1995 in Taiwan, it has gained world-wide good comments. Based on the three core factors of the universal health coverage suggested by WHO, such as, the scope of insured, the extent of security items and the level of insurance, we introduce the system design of NHI in Taiwan, and analyze its real security level, the supporting factors and the problems, then provide experience reference for the mainland of China to improve universal health coverage.
