It has been a long-time dispute in both academic and judicial circles as whether ship can be regarded as the subject of administrative punishment. Some courts have even put forward the judicial suggestion to the maritime administration that the ship should not be treated as an administrative counterpart in administrative punishment, which has led to a puzzle in the practice of maritime administration. Through investigation, discussion, data review and expert explanation, the paper draws the conclusion that ship can be the subject of maritime administrative punishment and take administrative liabilities for maritime behaviors.
