针对新闻出版行业标准体系和标准的特点，提出了一种符合新闻出版行业的一致性测试方法。该方法首先按照标准本身的层次结构设计标准的结构化方案，分析标准之间的一致性关系；然后建立新闻出版行业标准词库，并对词库进行优化对标准内容分词，提高分词准确性；最后，采用向量空间模型VSM的句子相似度算法计算标准内容的相似度值，实现一致性测试。经过对标准的测试，实验结果表明该测试方法能测试出新闻出版领域标准之间的一致性。
