Deepening reform of the socialist market economy system is opportunity but also challenge. The goal of reform is to maximize the welfare of urban and rural social assistance object, and to optimize the configuration of the social assistance resource.The same time, we make the service closer, the career more energetic. The government should make effective and strategic arrangement to train people who come from various regions. the government should do right things and refrain from doing the others. The focus of the future work is to fulfill the obligations of legal liability, to standardize management, to create the information symmetry and to develop the primary level democracy self-government management and long-term mechanism.
