回顾了近期大用户电力直接交易的相关政策，总结了国内外大用户电力直接交易的试点经验，结合南方电网的特点，从电网企业经营效益、西电东送可持续发展、非直接交易用户等多个角度分析了大用户电力直接交易在南方电网区域推行的影响，并简单测算了输配电价水平、交易电源结构对电网企业经营效益的影响。在此基础上，对于南方电网区域实施大用户电力直接交易提出了开放跨省区电力直接交易权、合理安排交易电源结构、设置合理交易准入机制等建议。

Recent relative policies about direct power purchase by large consumers are reviewed, the experience of direct power pur-chase by large consumers in China and abroad is summarized, and the impact of implementing direct power purchase by large consum-ers in CSG area is analyzed from several aspects such as business efficiency, the sustainable development of West-to-East Power Trans-mission and impact on non-direct power purchase consumers, with consideration of the features of CSG. Furthermore, transmission and distribution price and transaction structure are considered to calculate the impact on the business efficiency. Finally, several related sug-gestions such as releasing cross-regional transaction right, arranging transaction structure properly and setting appropriate access mecha-nism are proposed for the implementation of direct power purchase by large consumers in CSG area.
