水利信息化发展“十三五”规划是全国水利发展“十三五”规划的重要的专项规划之一，是指导全国水利信息化今后5年发展的阶段性、纲领性文件。根据水利信息化发展现状和信息技术发展情况，结合水利改革发展需求，在归纳梳理近年来相关规划内容的基础上，提出水利信息化发展“十三五”规划涉及的发展现状的定位、面临形势和存在问题的分析，以及对规划思路、目标、任务、重点项目等关键问题的初步考虑。
水利信息化髮展“十三五”規劃是全國水利髮展“十三五”規劃的重要的專項規劃之一，是指導全國水利信息化今後5年髮展的階段性、綱領性文件。根據水利信息化髮展現狀和信息技術髮展情況，結閤水利改革髮展需求，在歸納梳理近年來相關規劃內容的基礎上，提齣水利信息化髮展“十三五”規劃涉及的髮展現狀的定位、麵臨形勢和存在問題的分析，以及對規劃思路、目標、任務、重點項目等關鍵問題的初步攷慮。

The Water Resources Informatization Plan is an important special project in the national water development in the 13th Five-Year Plan Period. It is a phased guideline for the national water informatization in the next five years to come. Based on the status quo of water informatization and information technology, and in accordance with the requirement in the water reforms, this thesis combs through and summarizes related plans in recent years, and puts forth the determination of the current development goals, and analysis on the existing conditions and challenges, as well as presents preliminary thinking on crucial issues including the approach, goals, tasks, and key projects in the plan, etc.
