改革开放30多年来，我国政府每5年进行一次大规模的机构改革，并取得了一定成效。按照党中央、国务院的部署，陕西自1982年起进行了省级政府机构改革，尤其是2013年的改革有力地推动了政府职能转变；规范了机构编制管理；进一步调整优化了组织结构，理顺了职责关系，完善了相关管理体制。进一步优化组织结构、推进政府机构改革，陕西应从做好机构改革工作的统筹规划和安排，因地制宜地探索推进大部制改革，着力推进机构合并，加强立法，尽快健全完善相关法规制度，制定与机构改革相配套的分流人员安置政策，以及不断推进机构改革工作常态化等方面整体推进，尽快形成权界清晰、分工合理、权责一致、运转高效、法治保障的地方政府机构职能体系。

Since over 30 years of reform and opening-up, a major institutional reform has been carried out by our government ev-ery five years, which has gained some results. In accordance with the deployment of the Party central committee under the state council, in 1982, the institutional reform of provincial government started, especially the reform of the 2013 promoting the transformation of gov-ernment functions;standardizing the organization establishment management;further adjusting and optimizing the organizational structure;further rationalizing the relationship among the duties, perfecting the relevant management system. Moreover, it is necessary to optimize organization structure, promote the reform of government institutions. At the same time, the overall plans and arrangements may ensure super-ministries reform in accordance with the different situations as well as promoting organization merger ; strengthening legislation, perfecting the system of the relevant laws and regulations;developing the institutional reforms matching with billabong placement policy;constantly promoting the reform of institutions work, normalizing several aspects in order to form the rule of law guarantee system of local government functions with clear right boundary, reasonable division of labor, including consistence with responsibility, efficient operation and legal guarantee.
