建设结构科学、职能明确、体制健全、社会满意的高校是中国特色社会主义高等教育改革的最终目标。现阶段，我国高校的管理工作中存在着管理理念落后、政校职责不清和管理结构、政治民主体系不健全等问题，这些问题进一步加剧了高校管理工作的难度和矛盾。高校治理体系和治理能力现代化的实现必须树立现代化的高校治理理念，进一步理清政府和高校职责，更好地发挥高校主体作用，全面加强高校民主治理体系建设，同时要健全高校内部治理结构，全面深化高校管理体制改革。
