The fundamental of the NRW transmission/reflection method for measuring complex permittivity of linear materials along with the thickness-resonance and the multi-valued solution problem are introduced. The valid methods for solving them are proposed. Besides, a modified full 2-ports calibration is used,which can eliminate the influence from the measurement error of the length of coaxial line and the position of sample.
