近年来，秦皇岛市通过实施关停非法排污企业、区域限批、治理农业面源等一系列环境综合整治措施，近岸海域水质明显改善。针对秦皇岛近岸海域污染的主要原因（陆源工业废水、生活污水、畜禽养殖业废水、粪便的排放和种植业农药化肥不合理使用造成氮、磷等营养物质流失等），从调整产业结构、控制陆源污染排放和完善执法机制等方面，提出了进一步治理的综合防治对策。
근년래，진황도시통과실시관정비법배오기업、구역한비、치리농업면원등일계렬배경종합정치조시，근안해역수질명현개선。침대진황도근안해역오염적주요원인（륙원공업폐수、생활오수、축금양식업폐수、분편적배방화충식업농약화비불합리사용조성담、린등영양물질류실등），종조정산업결구、공제륙원오염배방화완선집법궤제등방면，제출료진일보치리적종합방치대책。
In order to improve the environment quality of coastwise in Qinhuangdao city, several treatment methods were implemented in recent years, such as shutting down the illegal companies, controlling the pollution companies in some important region, and remediating the agricultural pollution. On the basis of introducing the treatment methods and effects, the coastwise pollution resource in Qinhuangdao city was analyzed. In order to continue improving the environment quality, the main pollution mechanisms of coastwise were investigated in this paper and several optimum treatment methods were suggested, including adjusting the industrial structure, controlling the land pollution source, enhancing the environment monitoring technology, and improving the environmental emergency response system and legal system.
