为了解乌鲁木齐市城乡医疗救助制度的运行情况，对该市的医疗救助工作年度报表及相关文件进行了分析。2011年该市医疗救助对象中有35182人次获得门诊救助，其中85．78％为城市居民，城市救助对象门诊费用自付比例为27．45％，高于农村居民；有7542人次获得了住院救助，70．21％为城市居民，城市救助对象住院费用自付比例为11．02％，低于农村居民。说明该市医疗救助制度运行平稳，对降低城乡医疗救助对象医疗费用发挥了重要作用，但尚需在公平性、费用控制及与医疗保险衔接等方面继续完善。

To understand the operation situation and problems of medical assistance system in Urumqi ,data of Urumqi in 2011 were analyzed .Outpatient medical expenses of 35 182 person‐times were reimbursed by medical assistance system , 85 .78 percent of them were urban residents .And self‐paid ratio of outpatient medical expenses for urban recipients was 27 .45 percent ,which was higher than the rural ones’ .Inpatient medical expenses of 7 542 person‐times were reimbursed by medical assistance system ,and 70 .12 percent of them were urban ones .After reimbursement of medical assistance system ,self‐paid ratio of inpatient medical expenses of urban ones was 11 .02 percent ,which was lower than the rural ones’ .The results showed that the operation situation of medical assistance system in Urumqi is stable ,and it is important to reduce disease economic burden of urban and rural recipients .However ,it also needs to be improved in fairness , controlling medical expenses and bringing into conformity with medical insurance .
