针对广东省水利普查工作中面临的各类问题，在技术方案制定到贯穿普查过程的技术指导方法中辅以创新思维，通过关键问题重点攻坚、试点研究等，破解普查难题，并开展软件研发，探索水利普查工作技术支持创新方法；通过广东省水利普查数据库管理系统的建设，管理好水利普查成果；通过研发基于空间信息技术的广东省数字水利服务平台，进行普查成果的开发利用拓展研究。

Aiming at the various problems facing in Guangdong provincial water census, innovative thinking method of finding the focal key to the key problem, pilot study, and the software research and development have been used in the technical scheme formulated to technical guidance throughout the census process.The water resources census results are well managed by the water conservancy census database management system of Guangdong province.And the expand research to develop and utilize the census results is abtained based on space information technology of digital water resources service platform in Guangdong province.
