柬埔寨额勒寨水电站位于热带季风气候区,区内降雨量大,产汇流时间短,洪水流量大,对电站施工安全具有较大影响,因此,必须做好洪水预报预警工作。由于电站处于原始热带雨林区,无人居住,无天气预报服务,交通也极为不便,决定采用我国的北斗导航卫星构建水情自动测报系统。介绍了适合当地条件的水情自动测报系统的规划原则、设计成果,以及系统运行情况。针对系统在高温高湿、交通条件恶劣等环境下运行出现的问题,指出了今后类似系统规划设计应注意的问题。

Lower Stung Russei Chrum Hydropower Station in Cambodia is located in the tropical monsoon region where the rainfall and the flood discharge are large, the runoff yield and convergence are fast. It brings a severe influence on the project construction, so the forecast and pre-warning of flood should be focused. The project is in an uninhabited tropical rain forest, no climate forecast service is provided and the traffic condition is poor. It is decided to build an automatic water regime measure-ment and forecast system by using the Beidou navigation satellite of China. This paper introduces the planning principles, a-chievements and operation condition of the system adapting to the local condition. In the light of the problems occurred in the op-eration of the system under high temperature, high humid and poor traffic, the issues to be paid attention in design and planning are pointed out.
