实现长江水利信息化建设与水行政管理的深度融合，是实现流域管理现代化的必然趋势和要求。简要论述了两者融合的涵义、必要性及其发展阶段，分析了实现两者融合对信息化和水行政管理各自的要求。从长江委流域管理面临的形势和任务等方面，分析了融合过程中需要解决的问题，并从信息化发展现状、存在问题与差距、使用者习惯和心理等方面，提出了实现融合的切入点，并就今后几年长江水利委员会拟开展的融合工作内容作了探讨。

The realization of in-depth integration of informatization and water administrative management of Yangtze River is an inevitable trend and requirement of implementing the modernization of basin management. The connotation, necessity and de-velopment stage of the two issues are demonstrated, the demands of realizing the integration of the two are analyzed. The prob-lems needs to be solved during the integration process are sorted out through the analysis of the encountered situation and respon-sibility of CWRC, and the breakthrough point of the integration is presented in terms of development status, exited problems and deficiencies, the users′habits and mentality. The working content of implementing the integration by CWRC in future is dis-cussed.
