伦理委员会是保障受试者权益的主要措施之一。受理伦理审查申请、安排伦理审查会议、汇总伦理委员会委员评审建议和结果、管理伦理档案等日常事务性的工作都由秘书承担，这些工作完成的好坏直接影响伦理审查的质量和效率，影响人体研究保护项目的进展速度和实施质量。伦理委员会秘书应具有高度的责任心、良好的沟通协调能力、一定的文秘素养，并树立“管理即服务”的意识以及不断学习的精神。

Ethics committee (EC) is one of the important countermeasures to protect the human subject .EC secretary undertakes the routine work such as accepting the review application ,arranging the review conference ,summarizing the suggestions and review results from EC members ,and managing the archives .The Performances of these jobs directly affect the quality and efficiency of ethical review ,and have impact on the progress and quality of human research protection programs .The EC secretary should has the high sense of responsibility ,the good communication and coordination ability , the secretarial literacy ,the consciousness of management as a service ,the spirit of keep on learning .
