在对上海市先进制造业1017家企业调查分析基础上,运用历史数据进行回归与预测各产业 R&D 人员需求,通过上海市高校招生数量预测人才供给状况,对在校理工科学生就业选择调查、上海市近年海内外人才引进状况分析,分析上海市先进制造业 R&D 人才的内外部供给态势;结果表明,上海市先进制造业 R&D 人力资源未来五年需求呈现稳步增长态势,五年总共需要增加6万余人,上海市内潜在 R&D 人员的供给在2万人左右,尚需从海内外引进3-4万人;根据需求与供给分析,提出了优化人才结构、R&D 人员职业化培训、专业学历教育以及鼓励企业到海内外其他地区或国家设立 R&D 机构,以期充分开发利用当地 R&D 人才资源等策略建议。

This paper is based on a survey of 1017 advanced manufacturing companies in Shanghai.Regression analysis of historical data is used to forecast the needs of industry R&D personnel.According to the number of college student admitted in Shanghai,the author predicts the situation of personnel supply.On the basis of science and engineering students’em-ployment options investigation and situation analysis of introducing talented people at home and abroad in recent years,the author thoroughly analyzes the internal and external supply situation of R&D personnel in the advanced manufacturing com-panies.The results show that the demand of R&D human resources in advanced manufacturing companies in Shanghai will grow steady in the next five years.There are 60,000 people in need.However,the supply in Shanghai is about 20,000 people,and there will be a need of 30,000 or 40,000 people which should be introduced at home and abroad.According to the demand and supply analysis,the author suggests that the optimization of personnel structure,professional training of R&D staff,and professional qualifications of education should be applied.Setting up R&D institutions at home and abroad should be encouraged to fully develop and utilize local R&D human resources.
