运用 DEA 中的基本模型和超效率模型,对1996~2010年间我国高校、科研院所和企业三大 R&D 执行部门的研发效率进行了评价和比较。结果表明,1996~2010年间高校 R&D 效率最高,科研机构和企业 R&D 效率相对较低;高校、科研院所和企业 R&D 效率都呈现出波动性。认为三大部门 R&D 效率波动与国家政策调整和R&D 机构改革密切相关,并分别就三大部门 R&D 效率改进提出建议。

By using the basic DEA and supper -efficiency DEA,this paper evaluates and compares R&D efficiency among different departments in China from 1996 to 2010.The results turn out that R&D efficiency of universities is more efficient than that of research institutions and enterprises,and the R&D efficiency of the three departments show typical volatility in different years.This paper attributes the volatility of R&D efficiency of each department to national policy adjustments and R&D institutional reform.Finally,some suggestions were put forward on the development of R&D efficiency for each de-partment respectively.
