依照苏州单位 GDP 能耗现状,构建包括城市低碳化、消费低碳化、产业低碳化和能源低碳化四维度的改进 IPAT 战略模型,确定产业低碳化发展视角。通过 Divisia 指数分解法分析产业碳强度和产业结构对整体碳强度的影响,设计苏州产业低碳发展基本原则,从积极构建现代产业体系、完善自主创新体系、优化降低 GDP 能耗环境等方面入手,寻找适合苏州的产业低碳发展路径,提出保障措施,以有效降低苏州乃至中国单位 GDP 能耗。

According to the status of Suzhou energy consumption per unit of GDP,this paper improves the IPAT strategic model which includes urban low -carbon,low -carbon consumption,low -carbon industrialization and low -carbon ener-gy,and determines the development of low -carbon industry perspective.Using the Divisia index decomposition,we ana-lyze the industrial carbon intensity and industrial structure impact on the whole carbon intensity,and design the basic prin-ciples of Suzhou industry low carbon development.From the aspects of building a modern industrial system,improving in-dependent innovation system and optimizing the environment of reducing GDP energy consumption,we look for the path of Suzhou industrial low -carbon development,and bring forward proposed safeguards to reduce energy consumption per unit of GDP in Suzhou and China effectively.
