淮安地处长三角经济圈和环渤海经济圈交汇处，交通便捷，快递物流企业聚集，仓储、人才等要素资源充沛，面临发展电子商务的重要机遇。文章通过调研当前电子商务产业发展的新动态，比较分析杭州、义务、成都、鄂州等各地的电子商务发展模式，探析淮安市电子商务发展模式，进而提出相应的对策建议。

Huai'an is located in the interchange of Yangtze River Delta economic circle and the circle of economy of Bohai sea. Here traffic is convenient , and express logistics enterprises gather. As well as there are abundant resources,such as storage, human factors an so on. At present, Huai'an is facing important opportunities for the development of e-commerce industry.Based on the investigation of the current trends of e-commerce industry development, and comparative analysis of e-commerce development pattern of Hangzhou, Yiwu, Chengdu, Ezhou and other places, the writer made an analysis of the Huai'an's e-commerce development model, and then put forward the corresponding countermeasures.
