加强机关效能建设提升学籍服务水平，须切时通过加强制度建设，加强内涵建设，提高学籍管理服务水平，做到“以制度约束人”提高人的自觉性，从而提高学籍服务质量。

In order to improve the school roll managing level and the quality of student services,it's necessary to enhance office efficiency construction,through strengthening institution -building and connotation construction,for the purpose of staff's awareness with institutional restriction.
