矿产资源开发利用综合评价是复杂的信息不完全的系统工程,目前还没有一套科学完整的评价指标和评价方法。本研究在对矿产资源开发利用影响因素分析的基础上,从开发效率、人员效率、经济效益和矿山地质环境治理等4个方面构建了指标体系,并用专家评分法与熵值法相结合确定了指标权值;根据矿产资源开发利用评价信息不完全这一特征,采用灰关联度分析法对开发利用水平进行评价。以攀西地区钒钛磁铁矿为案例,计算了各评价指标的组合权并对攀西地区钒钛磁铁矿开发利用进行了综合评价,最后根据评价结果作了开发利用水平的等级划分。评价结果表明了矿产资源开发利用评价指标和评价方法的可靠性和实用性。

The comprehensive evaluation on exploitation and utilization of mineral resources is a complex systematical en-gineering of incomplete information,and there haven′t been a set of scientific and complete evaluation index and evaluation method till now. On the basis of analysis of exploitation and utilization of mineral resources,the index system from development efficiency,personal efficiency,economic benefits and mine geological environment protection is set up to determine the index weights with a combination of experts grading method and entropy method. According to the characteristics of incomplete infor-mation of exploitation and utilization of mineral resources,the evaluation model is built up based on the gray relation analysis. Finally,taking Panxi Vanadium Titanium Magnetite for example,the combination weights of each index are calculated and the exploitation and utilization of Vanadium Titanium Magnetite in Panxi Area is comprehensively evaluated. Then the result was graded according to exploitation and utilization level. The evaluation result showed that the evaluating index and method for ex-ploitation and utilization of mineral resources are reliable and practical.
