土地资源统筹是城镇化战略的核心之一，决定未来十年城市化进程能否健康发展。新型城镇化战略必须解决耕地、城乡建设用地的资源配置问题。耕地与建设用地资源的高效配置需要统筹考虑耕地红线及粮食安全、建设用地指标与新型城镇化战略、土地资源配置与利用效率提升、建设用地指标配置的增量改革与双轨制、城乡统筹与经济发展的复杂关系。

Land resource management is one of the cores of urbanization strategies , which will determine the healthy development of urbanization process in the future ten years .The new urbanization strategy must solve the resource allocation problem between cultivated land and urban -rural construction land .The efficient allocation of cultivated and construction land resources need to comprehensively consider the complicated rela -tionships between arable land minimum and food security , construction land index and new urbanization strate-gy, land resource allocation and utilization efficiency improvement , incremental reform of construction land in-dex allocation and dual track system , urban-rural integration and economic development .
