近年来，我国新型城镇化建设虽然取得了较大发展，但当前我国农业转移劳动力文化素质和技术水平普遍较低，缺乏劳动技能，依然无法适应新型城镇化建设的高素质人员要求。基于此，成人教育要确立新的功能观：促进农业转移劳动力再就业。新型城镇化的推进为成人教育的发展带来了新的契机，同时成人教育也应该响应新型城镇化“以人为本”的号召，在新型城镇化的大背景下发挥其促进农业转移劳动力再就业的功能以适应新型城镇化建设人力资源需要。针对农业转移劳动力文化素质低、技术水平低，再就业困难的问题，成人教育要采取各种途径来提高农业转移劳动力再就业能力和水平，为新型城镇化建设注入人员活力。

Recently ,a great development has taken place in the construction of China's new ur‐banization .However ,the transferred farm labors'culture quality and technical level is generally low .The shortage of labor skills of transferred farm labors will not be able to adapt to the new urbanization'need of high‐quality personnel .Therefore ,adult education should establish new view‐point of function:to promote the transferred farm labors're‐employment .New urbanization has provided new opportunities for the development of adult education ;in the meanwhile ,adult educa‐tion should also reply to the“people‐oriented” principle of new urbanization .Therefore ,adult edu‐cation ought to play its role in promoting the transferred farm labors're‐employment in order to a‐dapt to the needs of human resource under the background of new urbanization .Confronted with the problem of the transferred farm labors'low cultural quality ,low technical level and the difficul‐ty of re‐employment , adult education should take various steps to improve the transferred farm labors'skill and level of re‐employment .Only in this way can adult education provide huamn re‐source for the new urbanization .
