推进终身教育可以视为基层电大转型发展的一个重要契机。常州电大依托自身的办学资源建立了常州社区大学，经过几年的持续实践探索，取得了一定的成效，为常州电大转型发展奠定了坚实的基础。当然，基层电大推进终身教育需要创新探索具体的路径，主要包括：争取政策保障，完善制度运行；公益与市场结合，多方筹集经费；整合优化资源，开发课程和项目；运用现代科技，创新途径与方法；引领多方力量，依靠合力推进；采取有效措施，革新激励制度。

Promoting lifelong education can be regarded as an important opportunity for the transformation and development of local Radio and TV University .Changzhou Open University , based on its educational resources ,established the community university ,which has been proved that the exploration was a success .Therefore ,the local Radio and TV University is supposed to in‐novate and explore the paths which mainly includes striving for the policy support to perfect the op‐erational system;combining public welfare and market to raise funds;optimizing resources to de‐velop courses and projects;adopting modern technology to innovate ways and methods;strengthe‐ning leadership to form resultant force;take effective measures to renovate incentive system .
