研究发现制约重庆市区域内学前教育均衡发展的问题主要表现为:区域间生均经费投入存在显著差异,园际间教师待遇差距突出;办园条件整体提升的同时园所间的发展不均衡问题仍然存在;幼儿园师幼比和教师专业水平城乡之间、园际之间存在显著差异;学前均衡发展系统保障机制有待进一步完善。要实现学前教育均衡发展,需要完善学前教育经费投入保障机制,经费投入向处境不利地区倾斜;制定并落实幼儿园办园条件和环境质量标准;建立完善的师资管理制度,保证农村幼儿教师的专业素质提高。

Several problems were found to be impeding the balance of early childhood education devel‐opment among different regions of Chongqing Province .Firstly ,the education fund per student among re‐gions was significant different ,the great gaps of salaries existed among kindergartens were at different lev‐els .Secondly ,the infrastructure of kindergartens has improved despite the imbalance among different kin‐dergartens .T hirdly ,there still have differences of the teacher -student ratio and professional standard in teaching staff between urban areas and rural areas .At last ,the policies that ensure the balanced develop‐ment of early childhood education were expected to improve .Based on problems above ,we suggested that the following measures be taken to make sure the balanced development of early childhood education in Chongqing Province .Policies and mechanisms that ensure the fund for early childhood education should be enhanced in order to appropriate to the benefit of areas in disadvantage .Standards of operating kindergar‐tens as well as of kindergarten environment quality should be established and implemented .Teacher man‐agement system should be established and improved so as to ensure the professional standard of kindergar‐ten teachers in rural areas .
