运用偏离份额模型，以全国为参考大区，分析了1993－2012年山东半岛蓝区海洋渔业的份额分量N、竞争力偏离分量P、结构偏离分量D。研究结果表明，蓝区海洋渔业仍处于结构演进的“一、二、三”起步阶段：第一产业比重稳步下降，但其中海洋捕捞所占比重依然过大；第二产业比重逐步提高，但产业内部结构存在调整空间；第三产业发展缓慢，缺乏竞争力。根据上述问题，建议通过坚持“以养为主”方针，优化海洋捕捞生产结构，加快发展水产品后续深度加工工业，稳步推进第三产业发展，最终实现海洋渔业产业结构优化。
운용편리빈액모형，이전국위삼고대구，분석료1993－2012년산동반도람구해양어업적빈액분량N、경쟁력편리분량P、결구편리분량D。연구결과표명，람구해양어업잉처우결구연진적“일、이、삼”기보계단：제일산업비중은보하강，단기중해양포로소점비중의연과대；제이산업비중축보제고，단산업내부결구존재조정공간；제삼산업발전완만，결핍경쟁력。근거상술문제，건의통과견지“이양위주”방침，우화해양포로생산결구，가쾌발전수산품후속심도가공공업，은보추진제삼산업발전，최종실현해양어업산업결구우화。
Based on Shift -share Method ,this paper analyses the three indicators - regional growth share、industrial structure share and regional shift -share of the Marine fishery industry from to in the blue economic zone of Shandong peninsula with China as the reference district .The results show that it is still in the“primary、secondary、tertiary” starting stage of its industrial structure evolution :the pro‐portion of the primary industry in Marine fishery industry in Shandong Province declines steadily ,but the proportion of marine fishing industry in it remains high ;Though the proportion of the secondary industry gradually increases ,there is much room for adjusting the internal structure ;The tertiary in‐dustry develops slowly and is lack of competitiveness .Based on the problems referred ,there are several measures to optimize the industrial structure of Marine fishery :Adhere to the “Mari culture-based”policy ;Optimize the structure of Marine fishing industry ;Develop the advanced processing industry of aquatic products ;Improve the development of the tertiary industry .
