农业转移人口是社会经济发展到一定阶段的产物和要求，更是社会协调发展的重要阶段，具有经济发展、社会治理与文化交融的纽带作用；基于新型城镇化的人本核心的内容与要求，文章以农业转移人口的结构特征、价值需求内容与转移方向选择为研究内容，以江苏南京、扬州与常州三地不同的地域空间分布、经济发展的不同层次地区为研究样本，对农业转移人口的异质性的影响与表现进行了理论诠释与实证分析；正视农业转移人口的异质性并以此为基础确立符合转移主体结构变化、价值诉求内容与转移趋势的有效、针对性的农业转移人口政策，是新型城镇化道路建设的核心，也是城乡一体化建设与市民化道路实现的前提，更是经济、政治与社会得以整体推进与发展的重要基础。

The transferring agricultural people are the product and requirement of the social and economic development to a certain stage, and also an important stage of social development, which have a link function for the economic development, social governance and cultural exchange. Based on the contents and requirements of people-oriented of new urbanization, this research studies the structural characteristic, the content of value demand and the choice of transferring direction by taking Nanjing, Changzhou and Yangzhou in Jiangsu province for example. This research also conducts theoretical interpretation and empirical study on the influence and manifestation of the heterogeneity of the transferring agricultural people. It is the core of construction of new urbanization that envisaging the heterogeneity of the transferring agricultural people and establishing effective and purposeful policies which confirm structure changes , value demand and transfer trend. It is the precondition of the realization of urban-rural integration and citizenization, as well as a significance foundation of the overall development among economic, politics and social.
