After inheritng the political power of Northern Zhou,Emperor Wen of Sui was ambitious to take possession of Jiangnan (south of the Yangtze River).Through detailed planning,and parading his force as the force of justice,he quickly unified Chen regime of Jiangnan and conquered Jiangnan gentry and strongmen by force so as to ensure the political stability of Jiangnan.Yang Guang held in esteem for Confucianism in Jiangnan,resorted to Buddhism,implemented the strategy of culture,appointed bachelors from the South to participate in national politics,reduced or remitted taxes,and developed the South.The plans and measures of Sui Dynasty adapted to Jiangnan society and promoted its development.
