阐述了我国被征地农民安置方式的演变过程，对被征地农民的社会保障安置进行了辨析；通过分析江苏省制定出台的《江苏省征地补偿和被征地农民社会保障安置办法》，即93号令的政策优势，发现其在被征地农民社会保障安置人口确认、社会保障资金来源、安置补助费的划拨以及社会保障内容等方面仍存在诸多现实困境。从而提出了调整需要安置的被征地农民数量的计算方式、建立以家庭为单位的沟通协商机制、优化社会保障资金的筹集方案以及建立健全城乡社会保障体系等对策建议。

This article described the evolution of the resettlement modes of landless peasants in China , and discriminated the social security measures for landless peasants .Through analyzing the policy advantages of “Measures for land requisition compensa-tion and social security resettlement of landless peasants in Jiangsu province ” ( Order No.93) formulated by Jiangsu province , we found that there were still many realistic predicaments of social security measures for landless peasants in the following aspects :con-firmation of resettled population , source of social security funds , allocation of resettlement subsidies , and content of social security . According to the above , the following suggestions on the social security resettlement of landless peasants were put forward :adjusting the mode of calculating the population of landless peasants needed to be resettled , constructing the communication and consultation mechanism based on family unit , optimizing the scheme of raising social security funds , and establishing and improving the urban -rural social security system .
