发展县域经济对统筹城乡发展具有重要的战略意义。本文以陕西省宝鸡市为例，以城乡空间、经济、社会三个维度作为出发点，构建了西部县域城乡发展一体化评价指标体系，并运用层次分析法与均方差决策法对各级指标赋权，对2012年宝鸡县域城乡发展一体化水平进行了系统评价。研究表明，宝鸡市所辖9县的城乡发展一体化水平整体较高，但其内部仍存在农村发展滞后，基础设施薄弱等问题。

County economy has important strategic significance in the process of urban and rural develop?ment. And the western country is an important focus. Taking the city of Baoji in Shaanxi Province as an example and starting from the urban and rural space,economy and society in three dimensions,this paper builds a county level evaluation indicator system of integrated rural development in western China,uses the approaches of AHP and MSE decision method to empower the indicators of all levels and finally carries out the systematic evaluation on the county level of the integration of urban and rural development in Baoji in 2012. The results indicate that the overall level of urban and rural development of the nine counties which are under the jurisdiction of Baoji is higher,but there are still some internal problems,such as the lagging rural development,weak infrastructure and so on.
