非直接利益冲突群体性事件是经济社会发展过程中各种社会矛盾的一种集中表现形式，其出现的原因主要源于收入分配不公导致贫富差距加大、制度渠道缺失导致沟通排解不畅、信访制度缺陷导致利益诉求受阻和公职人员渎职导致官民矛盾激化。从根本上解决这一问题，必须从四个方面入手：一是以制度为保障，推进社会资源分配公平；二是以多元为目标，广辟公民利益诉求渠道；三是以预防为前提，建立健全社会预警系统；四是以服务为宗旨，促使党群政群水乳交融。

Group events of indirect interest conflicts are manifestations of various social contradictions in the process of economic and social development. The main reasons for their emergence are as follows:unfair income distribution leading to the widening gap between the rich and the poor, lack of systematic channels resulting in non-smooth communication, the inquiry system defects bringing about hindrance to the interest appeal, civil servants’ malfeasance giving rise to escalation of the contradiction between officials and civilians. To solve these problems fundamentally, we must start from the following four aspects:promoting equitable distribution of social resources based on institutions for the protection,broadening interest appeal channels for citizens with the aim of diversity,establishing social early-warning system on the premise of prevention; promoting harmonious relationships between the party and masses for the purpose of service.
