国家要引导和推动地方本科高校向应用技术型高校转型发展,地方本科高校的转型发展可以归结为五个基本问题:为什么要转型发展、朝什么方向转型发展、怎样实现转型发展、能不能实现转型发展、不转型发展会怎样。与此五个基本问题对应,地方本科高校在转型发展中也有五个方面的顾虑:担忧丧失大学的独立性、担忧丧失大学的学术性、担忧丧失大学的自主性、担忧丧失大学的人文性、担忧丧失大学的多样性。在转型发展过程中,这五个方面的担忧理论上如果不能作出令人信服的解释,实践中如果不能妥善地处理好,不但会延缓转型的步伐,更会危及转型的成功甚而至于现代高等教育体系的建立。但是因为有所顾虑而裹足不前或刻意排斥,同样也不是科学理性的态度。

Our country is now striving to guide and promote the local universities to transform to application-oriented universi-ties. But there are five basic problems:what are the reasons why our local universities need the transformation;what is the di-rection for the transformation and development;how and whether can our local universities achieve it;what is the result if our local universities take measures to achieve the transformation and development. In response to these basic problems,there are five basic concerns,including the lose of independence,the academic character,the autonomy,the humanity and the diversity. In the process of the transformation and development,if the five concerns can’t been theoretically explained satisfactorily and can’t been solved successfully,they will not only slow down the pace of transformation, but also jeopardize the success of the transformation and even the establishment of modern higher education system. But because of these concerns our local univer-sities have some attitudes of standstill or deliberate rejection,the attitudes are not reasonable and scientific.
