分析了云南省内已投运水电机组一次调频与自动发电控制(AGC)的典型控制策略,通过工程试验及数据分析,逐一指出其特点及不足。提出功率控制模式下机组采用斜坡函数作为 AGC负荷指令,及采用比例—积分—微分(PID)变参数控制分别满足 AGC 负荷调节和一次调频响应的不同要求;开度控制模式下机组一次调频动作方向与 AGC 负荷指令方向相反时应屏蔽 AGC 负荷指令,以及 AGC 负荷指令首先响应时,应短暂屏蔽一次调频功能等策略。优化了一次调频与 AGC间的逻辑关系,并对文中的典型控制策略给出了合理的可行性建议,为水电机组一次调频与 AGC寻找更理想的配合策略提供了参考依据。

An analysis is made of the typical control strategy of primary frequency modulation and automatic generation control (AGC) for the operating hydropower units in Yunnan Province.The characteristics and disadvantages of the typical control strategy are pointed out through engineering test and data model analysis.It is proposed that the ramp function is used as AGC commands,and variable parameters control is adopted to meet different requirements of AGC and primary frequency modulation in the power control mode.AGC commands should be shielded when the load instruction of primary frequency modulation and AGC commands are opposite in direction,and the primary frequency modulation function should be shielded momentarily when AGC commands respond first in the gate open control mode.The logical relationship between AGC and primary frequency is optimized,and rational feasibility suggestions are made for the typical control strategy.The paper provides reference for finding a more ideal coordination strategy for the primary frequency modulation and AGC of hydropower units.
