This paper introduces the basic principles of floating panels in solid state modulator .Through analyzing ,the positive and negative power and modulation gate switch is determined ,and the appropriate modulation pulse is selected ,the drive is used to meet the requirements of the circuit .And the L and C band transmitter ,and is designed and implemented to achieve the satisfactory results .
