The basic health care in order to promote u niversal health coverage for the whole population with fair, and oriented by various demands of individuals, and combing economic and social realit, and fully reflect the public welfare, equity, efficiency, availability and flexibility. In the basic medical system construction, should fouse on coordinated allocation of medical resources, function, health costs and health insurance and other various factors. In basic medical sustainable development, the coordination of multiple interest groups to ensure the feasibility of re-form, the establishment of effective compensation mechanism, and explore diversified organized medicine to improve the supply capacity of basic medical services.
