我国城镇化的空间形态经历了“控大促小”“控小促大”“大中小协调发展”的探索过程。不同时期的城镇空间布局都是经济发展、历史文化、政策等多种因素“自上而下”和“自下而上”综合作用的结果。等级化的城市行政管理体制等制度因素对我国城镇空间布局产生了明显的影响，根据当前我国城镇化的空间布局转型特点，未来我国城镇化的空间布局要按照生产要素的流向来配置行政资源。为此，要进一步发展大中城市，提高城市人口密度；要有重点地发展小城镇，矫正行政手段配置资源的大城市偏向，把资源的配置向小城镇倾斜；改革城市行政管理体制，赋予小城镇更多的经济社会发展自主权。

The spatial form of urbanization in China experienced a process of exploration -controlling the big and promoting the small ,promoting the big and controlling the small ,and the big , the medium and the small coordinately developing . Different periods of urban space layout are the results of the combined effects from top to bottom and from bottom to top of a variety of factors such as economic development , history , culture , and policies , etc . Some system factors like hierarchical administrative system of the city have obvious impact to China’s urban space layout .According to the characteristics of the urban space layout transformation ,administrative resources should be distributed on the basis of the flow of production factors in our future urban space layout .Firstly ,bigger cities need to further develop ,and to raise the population density .Then the development of small towns should be a key .The resource flow into big cities by administrative measures should be changed .The resource allocation should be inclined to small cities and towns .The urban administrative system should be reformed and more autonomy should be given to small tow ns for their social and economic development .
