在分析产业集聚中技术产业范式的基础上，认为战略性新兴产业集聚将遵循“突破性技术创新—产业重塑—产业空间集聚”的技术产业范式。基于此，分析了战略性新兴产业区域集聚的演进机理，并提出了促进中国战略性新兴产业区域集聚的政策建议。
在分析產業集聚中技術產業範式的基礎上，認為戰略性新興產業集聚將遵循“突破性技術創新—產業重塑—產業空間集聚”的技術產業範式。基于此，分析瞭戰略性新興產業區域集聚的縯進機理，併提齣瞭促進中國戰略性新興產業區域集聚的政策建議。

It is requirement for the development of the Strategic Emerging Industry to adapt to international industry compe‐tition and to the industrial structure upgrading in China .Promoting the development of the strategic emerging industry as regional agglomeration is to follow the paradigm of technological change ,industrial remodeling and industrial spacial ag‐glomeration .Basing on interpretation the meaning of the strategic emerging industry and the strategic emerging industry as regional agglomeration , the paper analyzes the theory of thestrategic emerging industry as regional agglomeration , which shows from technology‐industryparadigm to technology‐industry‐agglomeration paradigm .And then the paper ana‐lyzes theimplementation mechanism of the strategic emerging industry as regional agglomeration‐Enterprises initial gather‐ing and radical technology supply ,continuous innovation ,industrialremodeling and agglomeration deepening ,constructing innovation system .In the end ,some suggestion has been put forward for the development of the Strategic Emerging In‐dustry as regional agglomeration .
