过于强调竞争的环境势必导致社会情绪急躁和某些急功近利的行为,而这一浮躁特征对科学研究极为不利。非竞争性经费能够弥补竞争性经费的不足,为高校转型发展、内涵建设创造更加健康的环境和条件。但在实施中,经费使用刚性要求与科学研究的软性特质之间的矛盾依然十分突出,传统定量评价导向仍然主导着非竞争性经费的绩效评价。因此,应合理调适竞争性与非竞争性科研经费的资助比例;切实完善高校科研成本补偿机制,解决成本补偿比例过低的问题;建立并完善非竞争性经费的科学评价和奖惩机制。

Laying too much emphasis on the competitive environment will inevitably lead to social mood of impa‐tience ,some short‐term perspective ,and culture of instant success .This impulsive characteristic of the scientific research is extremely unfavorable to the development of science and technology .Fortunately ,non‐competitive funding can contrib‐ute to make up for the w eaknesses of competitive funds ,to create a healthier environment and conditions for universities'transformational development and connotation construction .However ,traditional competitive thinking mode still impacts on the selection of non‐competitive projects ;contradiction between requirements of using funds rigidly and the soft natures of science is still taking a prominent place ;traditional quantitative evaluations still dominate non‐competitive funding per‐formance evaluation .We can seek to solve the problems mentioned above in three areas ,including to further increase in in‐vestment to adjust the proportion of competitive and non‐competitive funding reasonably ;to improve effectively costs com‐pensation mechanism to solve the problem of the low proportion of the cost of compensation ;and to build fully sound sci‐entific evaluation and incentive mechanisms .
