服务型执政党基层执政要拓展经济功能、政治功能、文化功能、社会功能和生态功能。经济功能要向服务全面深化改革、城乡一体化发展和市场经济结构性战略性调整的方向拓展；政治功能要向服务健全基层民主制度化、规范化、程序化，扩大基层社会公民有序政治参与和推进法治中国建设的方向拓展；文化功能要向提升执政党主导性政治文化的认同度和构建现代公共文化服务体系的方向拓展；社会功能要向服务推进社会事业改革创新和创新社会治理体系的方向拓展；生态功能要向服务全社会树立生态文明理念，加快生态文明制度建设的方向拓展。

Service-oriented ruling Party in power should expand grassroots economic function,political function,cultural function,social function and ecological function.Economic function should be oriented to the overall deepening reform of its services,urban and rural integrated development as well as structural and strategic adjustment of the market economy;the polit-ical function should be directed to the service of improving grassroots democracy institutionalization,standardization and routini-zation and enhance orderly political participation of citizens in grassroots community and advance the rule of law in the construc-tion of legal China;the cultural function should be directed to improving the dominant political culture of the ruling Party and building a modern esteemed public cultural system;the social function should be oriented to the service of promoting the cause of reform and the direction of social innovation and social innovation governance system,and the ecological function should be directed to the service of the whole society to establish the concept of ecological civilization and accelerate the construction of ec-ological civilization orientation system.
