基础架构借鉴了ITU-T网络分层和分割的概念,建议将本地网进行垂直分层和水平分区,梳理基础资源和通信网络的对应关系,规范网络建设。基础架构是一个概念,组成要素包括通信机房、光缆、光交接箱、管道以及末端接入点等,分层或者分区,都要由这些要素来实现。分层主要体现为光缆网以及设备网络的组织结构,分区主要体现为业务的收敛范围相对固定。分区除一般定义的汇聚区、综合业务接入区外,还可再细分为综合业务接入点覆盖区以及光交接入区。

Infrastructure architecture use the idea of network layering and segmentation of ITU-T for reference, proposes the vertical lay-ering and horizontal partition of the local networks, to make clear the corresponding relationship between the basic resources and communication network to standardize network construction. Infrastructure architecture is a concept, component element includes communications room, fiber, pipeline, cross connecting cabinet and terminal access point, etc. Layer division and dis-trict division need these elements to implement. Layer division is mainly embodied in the organizational structure of fiber net-work and equipment network, district division is mainly embodied in the relatively fixed business range of convergence. Be-sides the general definition of gathering area, integrated service access area in district division, it can be further divided into in-tegrated service access point coverage district and cross connecting cabinet access district.
