为有效解决江苏省产业技术体系不完整、共性关键技术创新突破不够和成果支撑产业能力不强等问题，江苏省农业科学院以江苏省农业科技自主创新资金项目为抓手，设置产业技术体系类项目，整合省内优势农业科研力量，协同创新打造江苏省现代农业产业技术体系。文章详细介绍了该产业技术体系类项目的设置背景与建设现状，系统总结了项目实施过程中所反映出来的问题，并从打造高效创新团队、完善项目管理制度、构建项目绩效考评体系和加强项目资金监管等四个方面提出相关的对策建议。

To efficiently solve the problems concerning the incomplete industrial technology system in Jiangsu, inadequate innovation in common key technologies and insufficient support of research findings for industrial development, Jiangsu Academy of Agricultural Sciences (JAAS) took programs sponsored by Jiangsu Special Fund for Agricultural Technology Innovation (JSFATI) as an important carrier, supported programs under the category of industrial technology system, integrated agricultural research strengths within the province and aimed to build a modern agriculture industrial technology system in Jiangsu in a collaborative and innovative way. The background and status quo of programs under the category of Industrial Technology System was introduced in detail in the paper. Problems occurred in the process of program implementation were summarized and countermeasures proposed from the aspects of building innovative teams, improving program management mode, constructing project performance evaluation system and enhancing supervision of project funds.
