日本中央政府高级公务员考核制度作为其公务员制度的重要组成部分，很大程度上保证了日本公务员队伍的廉洁与高效。本文以日本中央政府高级公务员管理方面的法律法规和制度等为依据，以考核内容、考核主体、考核周期、考核方法和结果应用为框架，梳理了其在高级公务员绩效考核具体做法和晋升考核的内容与程序，并在此基础上提炼出了对我国党政领导干部绩效考核和晋升考核的借鉴与启示。
日本中央政府高級公務員攷覈製度作為其公務員製度的重要組成部分，很大程度上保證瞭日本公務員隊伍的廉潔與高效。本文以日本中央政府高級公務員管理方麵的法律法規和製度等為依據，以攷覈內容、攷覈主體、攷覈週期、攷覈方法和結果應用為框架，梳理瞭其在高級公務員績效攷覈具體做法和晉升攷覈的內容與程序，併在此基礎上提煉齣瞭對我國黨政領導榦部績效攷覈和晉升攷覈的藉鑒與啟示。

The senior civil servants performance appraisal system in the Japanese central government is an important part of the civil service system, to greatly ensure the Japanese civil service integrity and efficient. In this paper, as the basis of the Japanese central government senior civil servants management laws and regulations and system, with the assessment content, assessment subject, assessment cycle, assessment methods and results of application framework, combing the practice in senior civil servants performance appraisal and promotion of the content and process, and on this basis to extract the leading cadres our party and government performance appraisal and promotion of reference and inspiration.
