The structure of the higher vocational college students’ micro-blog responsibility consciousness consist of the dissemination responsibility consciousness and rational cognition of free speech. While the main reasons of constructing micro-blog responsibility consciousness can be attributed to the building of micro-blog field of public opinion , the deficiency of micro-blog, dissemination model and the anomie of micro-blog information reliability. In order to build the responsibility consciousness of the higher vocational college students, they should check the micro-blog information carefully, use the authority limit of discourse carefully and enhance the media literacy hard to promote the healthy development of micro-blog.
