文章基于职业伦理的概念,分析了目前我国公务员职业伦理失范的表现,从深层和具体两个角度分别阐释了其失范产生的原因,并在此基础上为我国公务员职业伦理的构建提出了三种路径:一是政治性的分权与自治;二是结构性的主观责任和客观责任的平衡;三是基于反思装置和伦理基因的制度性设计。

In this paper, based on the concept of professional ethics, we analyzed professional ethics anomie of civil servants in China at present and explained the cause of the anomie from deep and specific angles. Therefore, we put forward three paths to the construction of professional ethics of civil servants of our country. The first is the decentralization and autonomy of politics; the second is the balance of subjective and objective responsibility in structure; the third is institutional design with the reflection of structure and occupational habits.
