国有经济的功能或作用与其所处领域（布局）有关。理解国有经济功能及其变化趋势，进而合理确定改革政策，必须了解国有经济在不同领域的功能及其机制特征。本文首先基于市场失效、国家战略、政治经济现实条件三个方面探讨了中国国有经济的功能和布局理论；然后，从现状出发，展望了国有经济功能和布局及其作用方式变化趋势；最后，探讨了国有经济分类及相应改革需要研究的问题。
國有經濟的功能或作用與其所處領域（佈跼）有關。理解國有經濟功能及其變化趨勢，進而閤理確定改革政策，必鬚瞭解國有經濟在不同領域的功能及其機製特徵。本文首先基于市場失效、國傢戰略、政治經濟現實條件三箇方麵探討瞭中國國有經濟的功能和佈跼理論；然後，從現狀齣髮，展望瞭國有經濟功能和佈跼及其作用方式變化趨勢；最後，探討瞭國有經濟分類及相應改革需要研究的問題。

The function of state owned economy is closely connected with its fields. To understand the role andtrends of the state economy, then determine a reasonable reform policies, we must be clear about the role and mechanism feature of state-owned economy in different fields. Firstly, based on market failure, national strategies, political and economic policy principles, the article analyses the functionality and layout theory of the Chinese state-owned economy; Secondly, starting from the current situation, we explore the role and distribution of the state-owned economy, and analyses the trends of mode of action. Finaly, the author discusses the classification of state-owned economy and the corresponding reform problems need to study.
