为了解上海市市级公立医院学科医疗资源的配置和使用情况、学科发展中存在的困难以及对学科资源横向整合的看法，作者对上海市24所市级医院367名科主任/学科带头人进行问卷调查。结果显示，公立医院学科资源配置上存在着部分资源配置不足与配置过剩并存，学科发展最大的掣肘是人才梯队建设不佳、缺乏有影响力的专家。建议医院及上级主管部门要重视学科发展的重要性，在人事制度和学科建设资金方面给予支持，并积极促进医院间横向医疗资源整合。

In order to understand the status quo of health resource allocation, problems in discipline development and attitude towards resources horizontal integration, this study has conducted questionnaire survey in 24 tertiary hospitals with 367 heads of department. Results revealed that there was coexistence of deficiency and excess in discipline resource allocation in public hospitals. The significant challenges for discipline development were poor talent team construction and lack of influencing experts. It is suggested that the head of hospital and administrative department should attach great importance to discipline development and give special support in the aspect of human resource system and financial investment.
