自1949年新中国成立以来，我国逐步制定相关政策确立了高等教育资助体系。高等教育收费体制改革后，研究更加活跃，变革也更加频繁，经历了从单一化向多元化发展的过程。尤其是从20世纪80年末到90年初，市场经济的出现及发展成功带动了高等教育在财政和收费体制方面的改革，经历凤凰涅槃后的高校资助制度，其体系变得更加完善，形成了现在所通行的“奖、助、贷、补、减、免”六位一体的多元资助制度。
