作为提高科研院所管理水平的重要途径,科研管理信息化越来越受到关注。文章以某中医药综合性科研院所为例,从单位构成、承担课题情况、科技项目过程管理等方面分析了综合性科研院所科研管理的特点,提出了综合性科研院所具备“多个独立法人单位组成、涉及多个学科专业、覆盖了绝大多数科研类型项目”特征。在此基础上,结合当前科研管理现状,进一步明确了综合性科研院所科研管理信息系统要以“实现全方位、全流程科研管理,全面、实时、准确、完整地提供全院科研信息”为建设目标,对8类不同权限的用户和7个功能模块进行了需求分析,同时提出了易用性和个性化的非功能性需求。本文为综合性科研院所科研管理系统的建立提供了理论依据和实践参考。

Information based management of research and development in R&D institutes is gaining increasing attention for its importance in improving management quality. This paper took an example from a comprehensive TCM research institute and analyzed its R&D management from aspects of structure of composition, research projects and management of the implementation of research projects, based on which it was concluded that the features of comprehensive R&D institutes are represented by“composed by multiple independent legal units, involving multiply disciplines and covering the vast majority of research types”. Taking the current status of R&D management into consideration, the authors further proposed the aim in designing the management system for comprehensive R&D institutes, which was to realize R&D management in all directions during whole process by providing R&D information of the whole institute comprehensively, accurately, and completely at real time. Demand analysis on 8 different privileged users and 7 function modules was provided and non-functional demands for easy operation and individualization were proposed. This paper offers theoretical and practical reference to building informationized management system for comprehensive R&D institutes.
