随着经济建设的不断深入，在高原高海拔多年冻土地区修建高速公路已经得到国家的大力扶持。为支持青海省藏区的发展，玉树重建工作能顺利实施，国家规划把G214线共和至结古段建设成为高速公路。公路穿越大片多年冻土区，而当前在青藏高原多年冻土区尚无修筑高等级公路的先例。多年冻土是指持续多年永久不化的冻土，它的分布一般是受到地理纬度和海拔高度的影响。在冻土区修建高速公路，路基的修建是关键部分。

With the continuous deepening of the economic construction ,the construction of highway in permafrost regions of high altitude plateau gets substantial support from government .In order to support the development of Qinghai Tibetan Area and guarantee the reconstruction work can be implemented successfully , build highway from Gonghe to Jiegu of national highway 214 .The highway passes through permafrost regions and the building of high-grade highways in Qinghai-Tibetan Plateau is unprecedented .Permafrost is refer to frozen soil last for years and doesn't thaw all the time ,its distribution influenced by geographic latitude and alti‐tude .The embankment is the key part in the construction of highway in permafrost regions .
