国家天然林资源保护工程实施以来，林区凭借政策支持和自身努力，在生态建设和经济转型上取得了一系列成绩。然而，作为国家级限制开发区，林区在公益性事业运营经费、接替产业发展、生态移民、省内政策扶持等方面依然存在瓶颈，这些困难和问题仅靠林区自身难以解决，还需要国家和黑龙江省政府给予相应的支持。随着大兴安岭林区转型进入关键期，进一步推进林区生态文明建设，应结合区位特征和优势，完善生态功能区建设空间布局，发展生态农业、对俄合作区和生态旅游休闲区。
